The pedal is real hard, It doesn't have a brake booster, it has some sort of pump on the passenger side of the vehicle that is connected with the master cylinder. The pump is working.

I had the same issue on a Plymouth Lazer, you just have to bleed the breaks out, remember that the rear brakes set the height and pressure of the pedal. Have someone sit in the vehicle as you crack open the bleeder valve, press the pedal to the floor 5 times, at the 5 pass have him hold the pedal to the floor until you close the valve. Do this for all 4 brakes, and have some extra brake fluid with you too.

its a bindex 9(or7 or somthing) braking system. its an electronically controlled, hydraulic system with abs. there a lot of problems with these systems and can be incredably expensive to repair. mainly the pump and motor but the whole system is questionable. you will probably have to take it to the dealer in-order to get it properly diagnosed. i only say that because these systems can be pretty tough to diagnose and sometimes takes a scan tool with obd1 abs software and cables. you can try an internet search to learn more about the system.

I used a scan tool and got the codes, and i prolly got the numbers wrong 809 and 812 but they were for the pump and the accumilator. One thing i did do id take the pressure line off the pump it is pumping fluid, just didnt know how much pressure it should have.
