I am just curious about learning if all or most of the 1999 Windstar SEL came with alarm, remote start or lock and unlock mechanism. When I bought mine I only received the keys with chip and that was that. Please let me know.

Chip ?? What chip ?? Yes, they all came with remote opener. Check with your local dealer and you will be able to order one. They should have one in stock, depending on size of dealership. To program them is simple also. Good Luck
