Im rebuilding my B18a1 that I have in a 94 civic and wanted to know what all should i upgrade to get the most horsepower possible without forced induction? but I will upgrade to forced induction in the future.

an NA build and a FI build are 2 different builds focusing on 2 different set of mods... for FI, you want to build for strength, for NA its mostly for flow and power.. pick one.
