I have a '99 will 20"s fit and if yes is that the biggest I can fit?

you may be able to make 20's fit but it will not work correctly .... the 99 Blazer comes from the factory with tires that have a diameter of 29" ... there are no tires for a 20" wheel that have a 29" diameter .... I would say the largest you should run is 19"
