Once the engine is running and the alternator is charging, the choke heater should have 12V applied to it (not including 1985 Canadian models). Upon the choke heater getting power, the choke thermostatic spring should open to full within about two minutes. You can test this without running the engine by applying power to the choke heater.

If the choke thermostat expands to full but the choke plate doesn't open, clean and lubricate the choke linkage and high idle cam.

You can also set the choke to 'lean' or 'rich' by turning the plastic choke cover, if the plastic cover is held on with screws and not rivets.

these 305 cu carbs have choke spring that get damaged by constant heat from the 12 volts applied to them...yes they can be adjusted but this is not a fix.....as winter to summmer you will find the choke not to work correctly...rivits can be drilled out and replaced with screws to adj. choke..

That would mean those intended for sale in Canada, meeting Canadian emissions requirements. Many made in Canada were for U.S. sale, meeting either U.S. federal or California emissions requirements. Many made in the U.S. were for Canadian or export sale, and thus were built to meet those requirements. The VECI label under the hood should specify which type you have.

From my information, some 1985 export models may have a divorced choke thermostat.
