Code 32

I have a 93 K-5 blazer 5.7 L engine. The ses light comes on periodically after driving a few miles. I checked the codes and am getting a code 32. I checked the voltage to the EGR solenoid valve and it had no voltage at all whether it is just switch on engine off or with engine running. Does anyone know what the voltage should be and if it should increase when running or on acceleration? Any help with this code would be great.
