2003 Jetta can't shift out of park

I have a 2003 Jetta TDI with an auto transmission. We just started to have an intermittent problem with it not wanting to shift out of park after starting up. Pressing on the brake is supposed to release the electro-magnetic locking system. However, it seems to not be working.
We checked the brake fluid thinking it may be low (which it was a little bit) and added DOT 4 fluid. Started the car and pumped the brakes but nothing. Seems to happen after it has been running and you stop and park it and then go to leave (while shopping) and then you can’t get it to release and shift. By the next morning it seems to be working ( at least one time).
Car is now stranded where it sits until we find a solution or have it towed to a repair shop.
Anyone have any ideas on how the lock gets/sends it signal to trouble shoot the circuit?
Thank for you assistance.

This problem required the brake lock switch to be replaced. $85 tow and $100 for parts and labor and back on the road at 44mpg..

Check with your auto insurance for covered cost on the towing. Most people have towing coverage and never use it.
