Child safety locks turned on, maybe (did they have those in 97's)? The cheap plastic piece cracked in half. The part is a dealer item number 8-97150-647-3 LEVER ASM INSIDE (color) $18.10 + tax. I had to remove the door panel to access the actuator arm that connects to the lever. Total time less then 45 min. Small and med phillips and a small flat to pop out the trim covers on the lower half of the door.
