2000 V6 Camry - P0446 error code question

I got a P0446 code the other day. I looked thru the manual at the library and checked the VSV for pressure switching valve. The picture of the valve was different was different from the manual online at camrystuff.com. I uploaded a scan of it to http://tinyurl.com/4ax3p6.
step 2 says "using an ohmmeter, check that there is continuity between the terminals." At 20 C it should be 37-44 ohms. I check mine and it was 41.
step 3 says "Using an ohmmeter, check that there is no continuity between each terminal and the body." I checked and there was no continuity.
step 4A says "check that air does not flow from ports E to F". I blew into port E and felt air come out of port F. I didn't do step 4B or 4C.
Since it failed step 4A, would this be cause of the error code?
Do I have to buy this from the dealer? Thanks.

Yes, if there was no battery voltage applied across the terminals.
I believe it is a dealer only part, but you can find one easily at a salvage yard.

the vsv for the charcoal canister can be difficult to remove
I had the vsv replaced and I no longer got the code p0446
