engine problems

I posted sensor problem on the 16th. My dealer says that the fuel pump is not holding presure and is causing the car to not start from time to time. I didn't know the fuel pump holds presure when engine is off. I'm told it also needs the fuel filter and oil level sender replaced. The total bill for all work is almost $1400 and there is still no garantee this will solve the problem. There wasn't any fault codes when tested, so these problems (pump, filter, oil sender) were found to be defective by other means. Does this pass the smell test or is my dealer throwing parts on my car hoping to get luckly?

fuel system should hold pressure all the time. none of those problems will show up in fault codes. fuel problem likely to be faulty pressure regulator or leaking fuel line or injector,doubt its fuel pump.ps if it is pump, vl commodore pump is identicle and lots cheaper.

what year is your car ,replace the gas pressure regulater and if you have e46 it should one part of the gas filter
