IMRC actuator, help

2000 ford windstar 98000 miles, i have been doing alot of reading about this ford van and not all good. the problem i am having is some time a have a rough idle sometimes no problem, so i looked at the IMRC actuator that is electical on this van. the little white clips are there but i dont see them open at 2500-3000 rpm, so i tried to open one to see if there were stuck. i opened one side and it stayed open i then started the van and it stayed open.....i dont get no check engine light. how do i check this thing out. and if it goes bad what are the symptons of a bad IMRC. i am getting bad gas mil out of this van also could it be the IMRC.

Those things are not that easy to open by hand ... I suspect the linkages are out of socket ... one end or the other. Keep inspecting!
