horn on 98 accord has no current

I've had my car for a while and I still can't figure out why the horn doesn't work. I've taken out the horns and tested them and they work. I've checked relay and tried to take off steering wheel but don't want to mess up the airbag. whenI checked the current on the relay plug I noticed out of the 4 none of them had current. I thought that was strange so i checked rest of relays and at least 2 of 4 contacts have current so im stumped what to do next. I cannot find source of current to check if connected. can anyone help me out?

I think there is a separate fuse for the horn. Have you checked it?

yea i checked it but and its not blown. it is also backup fuse. Does anyone have wiring diagram for this? maybe i can trace wire and find the problem? no luck on internet for diagram
