Power going to the tail light does not mean there is power to the brake light portion of the light. With the tail light working, that means there is a good ground at that location. (a good sign). Brake light power goes through the brake pedal switch to failure sensor modules located in the trunk mounted on the right and left tail lights then goes to all brake lights. The module on the right tail light monitors the right brake lights and the high mount light. So if you do not have any of the three lights working on the right, I would check that sensor module. Power in is a grn/wht wire. Check for voltage to ground with the brake pedal depressed. Going out to the lights from the failure sensor module are grn/yellow and grn/rd. The light for on the right rear fender is directly connected to the module. Check for continuity between the grn/wht and the wires going to the lights.
