Odd noise in front

Have an odd noise in the front when driving over bumps. It gets loud when its cold. Sounds like a shock or spring noise but that is not it. The engine mounts were checked and they are ok. Its a noise on the bottom end of the car.
We thought it was shocks so they were all replaced but this did not fix the problem. This is a 1999 Toyota Camry LE with only 67,000 miles. The noise is very evident when going over bumps but is ok on a flat surface. It gets worse in cool weather. We cant duplicate the noise with the car on a hoist nor find its location. please help. Any ideas where to look next. Thanks
