The reason for the bubble is that the paint used needs time to dry as it dries it releases small amounts of fumes. If the clear coat (or seal) is applied too soon then the fumes get trapped under the clear and form the dreaded bubbles. After cleaning it with the denatured alcohol let that dry, then apply the paint in thin layers slowly buliding it up. Leave that to dry.
