We have a new Milan. Daytime running lights were offered only on fleet purchases. Is there a relay or something that i can purchase and plug in to give me this feature?

Hi,
I would hope that you stop trying to enable those lights. There are plenty of other drivers that think DRLs:
A. Do no provide any safety benefit
B. Are annoying
C. Waste energy and resources
D. Cause other drives to be distracted by the lights and miss seeing other cars
All is not positive in reference to these lights and I beg of you that you consider the impact on others before you make these kinds of changes. No matter how much
you like the lights, they do have an unintended affect on other drivers.

I see no safety concerns, they even inform you if the vehicle is underway.
they do not annoy me.They let me know the other car is there.
How do they waste energy?
i will continue to use them.

Anything that you use on your car that takes electricity, such as lights, cigarette lighter, etc. force your alternator to work a little harder which uses extra fuel. It is a very minimal amount, however.
