how much is a 98+ front bumper and two head lights worth ?

This guy on ebay is selling me a front bumper 98+ conversion with two headlights,... not sure but bumper is off a type r with red emblem but its $600 shipped,.... is this a good deal???

do u guys also know if this just bolts in ??? i have a 96 LS the guy told me it does but i dont know if he said that just to get me to buy it
