Already tried some things, but still: Only high beam, no low beam

Hi guys,
Some days ago this problem came up: low beams don't work anymore! High beams and all other lights are still ok.
Fuses seem to be fine (furthermore my car doesn't seem to have seperate fuses for low/high beams, only for left and right).
Actual light bulbs are fine.
I read about the headlight relay that is located next to computer and I completely replaced that thing (I was lucky to find exactly the same model for about $9). Sadly, this did not seem to be the solution. I exact same problem persists.
After that I removed all the plastic around the steering wheel and I located the cable that comes out of the "light-handle/stick". I opened the plastic that came from actually from "inside the handle" and I found three cables in there: a white, green and red one. Connecting the green with the white one turns on those tiny lights that are inside the directional lights.
When I connected the white and the red one (using a pin I perforated the cables), I do hear a "click" (some relay?), but nothing happens; still no low beam. I guess I outruled the posibility that the actuall light-handle/stick thingy is broken.
Anybody any other ideas? Not the bulb, neither the fuse, the relay or the knob... I guess..
Btw the car is a 96 Tracker, 2-doors, 4x4,
I would greatly appreciate if is somebody can give me a hint. I actually don't know anything about cars, but I think it would be cool to solve this problem on my own :grinyes:
