Ok I know that myself among others has had the problem of thier 94-97 Accord "CHUGGING" after installing a CAI or exhaust. Well boy do I have a solution to this problem. I have banged my head up against the wall and have spent close to a thousand dollars on my car to get it to pass emissions and get this "CHUGGING" problem fixed. Today I took my car to a mechanic that my dad knows really well and we explained the problem(s) to him and he said that it sounded as if the EGR ports were clogged which in return doesn't allow the EGR system to function properly. In order to clean your EGR ports you are going to have to remove your FUEL RAIL and after you have done so there are 4 bolts that you have to remove from the EGR rail underneath the fuel rail. Then remove the EGR rail and there should be two parts to it a plate looking thing and a bigger piece which is the port. Get you some air intake cleaner/throttle body cleaner and spray this bad boy down. Then there are 5 holes on your actual intake manifold beneath the EGR rail that will also need to be cleaned and or sprayed with cleaner. After you have thoroughly cleaned the EGR rail pieces and the holes replace everything in reverse order of taking it off and you should be in business and the "CHUGGING" should be gone. I figured I would share the info with you guys since I was not the only one have the problem.
