1987 CHevy won't start unless primed

I have a 1987 chevy pickup that will not start unless i either pour a little gas doun the tbi or spray some starting fluid in it. Once its running both nozzles are dispursing fuel and it runs fine. I would imagine that when you first turn the key on it should give a shot of fuel but doesnt. The guy I got the truck from said he just put a new computer in it. Any help is appreciated. Thanks
