94 camry VSV location

When I tried to find the location of VSV, I found it was completely not fixed on the stable firmware. It can company with the car only because two vacuum hoses and the power line. I can feel that the bracket of VSV is not used. Do you think it would affect the VSV's function and cause code 71 problem? In my camry the malfunction of code 71 takes place when the car drive for a long time in hot summer day, especially when the air condition works.

I can not understand why Toyota design the location of VSV is so difficult to install. That environment under the intake manifold and near the engine is very hot when the car runs. Indeed, VSV is between the EGR valve and EGR vacuum modulator, why does it not install near them? If I modefy the location of VSV(let it near EGR), does it affect the function of VSV?

No, the VSV for EGR will function as long as all the connections are correct: However, the base of the VSV is probably the ground connection to the block. Bolt the VSV to the block at its designed location (clean the VSV and block first with spray cleaner) and see if that solves your problem with DTC 71.
