97 Jetta GLX WON'T START!!! Alarm issues???

I have a 97 Jetta GLX sitting in front of my house that won't start worth anything. I think it might be the alarm, but I'm not to sure. Everything works in the car, windows, headlights, radio, etc. so I know its not battery problems. I tried unlocking both DS & PS door and then trying to start the car- nothing.
I have not tried the alarm ignition kill bc I dont know where its exactly located,...but everytime I turn the key, it doesnt even click or anything, just silent, and then I cant try to start it again bc the key locks and I have to literally pull the key out to try to start it again.
The wierd thing is, I never had my windows roll down when I manually unlocked the driver's side door before, but now they do.
Any help on this issue. The main thing, where is the alarm ignition kill switch located? i know it has to be somewhere by the fuse box???

I had an issue simmular to this with my Jetta Mark 4. I couldnt trun the engine over because even though I unlocked the car manualy from the outside the alarm was still armed and when I tried to turn the car over the alarm went off. So as a quick fix I poped the hood (alarm went off then too) and disconnected one of the battery terminals for a minute or two then re-attached the terminal. I was able to drive off into the sunset. This contuned to happen occasionaly

But, after afew times this battery disconnect method failed to work (by this time I was so sick of hearing that alarm that point that I pulled the fuse for the alarm to sound:banghead:). So when I had the failure of the engine to turn over I didn't hear a thing. So I would try locking and unlocking all the doors manuly and via the power locks. Then I had a crazy idea "what if I unlocked the trunk?" So, I went back to the trunk and unocked it manuly the alarm system had dissarmed so got i turned the key and sure enough turned right over no problem.
