Are there any rips/tears in it, how is the overall condition of the top? Where I live the option would be to strip off the top, do any necessary bodywork to remove the rust/holes and then paint the metal. The reason I posted above is that if you go that route you need to make sure there is no rust or holes that are sometime evident when you remove such top due to moisture. If there is then that will add to any costs. In my experiences, I've always had to remove the tops in my vehicles because of their poor conditions, then sand, apply filler and then paint it.
