88 Blazer S10 Tranny

My husband has an '88 Blazer S10, and the transmission is acting up. The fluid levels are all fine, and he has checked all the hoses to make sure it is not a vacuum problem. It will shift gears, but takes a while doing so, and he says once it's in the correct gear, it seems to run fine.
This is a 4.3l engine, and it's supposed to be 4x4, but when we bought it from the car lot, the salesman told us the 4WD didn't work. My hubby tried, once, after he bought it, to see if he was right. It was extremely hard to get it to work, but it engaged the 4WD. However, because of the difficulty getting it to work, and worried about what it would do to the transmission, he never tried again.
History-before the tranny started acting up, the truck would chug, hesitate, and stall every time he drove it. He replaced the fuel filter, the muffler had holes like swiss cheese so he replaced that, and put in a new air filter. Sometimes if he sprayed carb cleaner in it, it would work fine for a while. He has yet to replace the carbeurator. Could these problems be related? Should we just scrap the truck? Thanks!

Check the TV cable from carb to transmission.
Is it hooked up and adjusted good?
Does it have good spring tension on it?
A good time to drop pan and check what is in the bottom of pan and replace filter.
Also the engine has to be running good for the transmission to work good.
