I bought a 96 Park Avenue and it does't seem to have power steering. I can turn the wheel with alittle more effor then needed and it makes a weird clicking type of sound that comes from the Steering Colum. The Power Steering Fluid is topped off and i dont think there is any hoses disconnected.. What could it be?
