Serpentine belt-- 99' GCL==4.0L

Okay, I'm confused....I want to replace the old cracked belt and I know (I think) there's two ways to approach this?? (A). Loosen the bolts underneath the P/S pump and the other bolts there, and (B). there's another belt device located by the alternator side. It looks like there's a spring-loaded arm and needs to be adhysred so that I can somply release some of the tension, slip off the old and re-route the new.

If I go with B, I can't seem to find the bolt to fit in there. I prefer to not remove the fan cover, but maybe it will be easier to get to if I do.

Is there a better method?

Method A is for folks like me with an early model that don't have the automatic tensioner.
