Hey, I can't speak to the '99 but on my '01 heater hoses are attached to 2 pipes from the engine. 1 of the pipes attaches to the water pump and traverses across the front of the valve cover and then goes under the throttle body towards the firewall. After the throttle body there is a quick disconnect which attaches to the heater system (1 have rear heat so there is a splitter at this point). The other pipe comes out of the thermistat housing and goes back towards the firewall, I think this has a quick disconnect on it also.

I don't know about your van but on mine it would be very difficult to fit the back-flush adapter into the hoses since they are very short and have pre-formed bends in them.

Good luck.
