97 Escort keyless programing

I have a 97 Ford Escort LX with a keyless remote transmitter. The doors will not lock or unlock when using the transmitter. I have tried to program the unit by turning the ignition switch to on position 5 times ending in the on position. Nothing happens. When I press the lock button twice on the transmitter, the horn beeps and the lights flash. The door will not lock. I have checked the 30 Amp fuse in the fuse panel and it is good.
Any suggestions will be appreciated

A 97 is turned from off to on ending in on 4 times within 10 seconds. In addition to the 30 amp fuse there is a 10 amp room fuse and the radio fuse. I think the antenna of the radio picks up the frequency on the door locks.
So, try it four times again.

Thanks for the reply. I have checked all fuses and are ok. As of now the panic button works, and when I press the lock button the horn will beep and lights flash. I am leaning towards the relay. Do you have any idea where it is located. Thnks again for your help.

The door lock-unlock relay is located behind the kick panel on the passenger side of the interior. It's towards the bottom..
