low fan speed (1-4) problems

HI,
I am having problems with the fan speed control. The A/C and defrost work great, but only at speed 5. I tried changing the fuse one [10A?] Passenger side I/P junction [HVAC Blower] because it was suggested for a problem exactly opposite of mine, but it didn't work. Any suggestions? I drive a 2004 chevy malibu classic

Replace the resistor.
