Paint chips

My car is Midnight Black and has so many white chips on the front
it looks like a starry night. I took it to my paint guy who has done
alot of work for me and is good. He wasn't too eager to take care
of it because he said he would have to completely strip it and also
blend into the fenders. He didn't even give me an estimate.
I've tried some expensive wax cleaners that didn't help at all.
The chips really bother me beacause otherwise the car is perfect.
I'm assuming the white chips are wax buildup in the chips in the
clearcoat. Anybody with this color has got to know what I'm talking
about. Any suggestions would be appreciated before I take it to the
paint guy and tell him to do whatever he has to. $$$

Repaint is your only choice.

The '03 had a pearl clear IIRC which means you can't just buy some touch up paint and expect to blend it in, not only that but if you've waxed the car since the chips occurred, you probably do have wax in the chips in which case the paint won't adhere.

It won't make you feel much better, but I can assure you the paint is one of Subaru's shortcomings, since '02 onwards paint chips have become pretty much an accepted norm amongst enthusiasts.

OK, thanks for the reply. I'll take it to be painted. He said it might
actually be easier to oreder new bumper & paint instead of stripping
the old one. He said he had to strip it to warranty the paint because
painting over would make the paint too thick and it would not flex.
or something like that. anyway, thanks again CHEERS

A new bumper isn't a bad idea, especially since they're not overly expensive.
