I HAD THE ENGINE IN MY BOAT {CHEVY 350 1992}rebuilt about a year ago and it has just been sitting now i am redoing the boat any way the engine starts and runs fine good oil pressure at the gauge but if i stick my fingers through the valve cover breather holes or the fill cap it still feels dry like no oil is getting up there i ran it for about 1 hour total and its still dry any help would be greatfully appreciated thanks

You really may not feel any oil up that far. Can you shine a light into it? Unless they were bone dry, I wouldn't worry about it. The rocker arms would be clacking loudly and you'd also have appreciable lifter noise. You could always take off a valve cover if you care to, just going to cost you the price of the gasket and some time.
