how to adjust the headlights

I tried searching but it came back with error. So, my friend has a 2003 CST with high output projection headlights, whatever that means… He complained on numerous occasions to the dealer that headlights are shooting too low, buit they say it's within specs. Is it something "inheritant" to the CST or product of his imagination? If it is adjustable (I never had a chance to look at it) ; what tools do I need to help him adjusted to his likings? & how... Thanks a lot!

Usually it's a reverse torx bit that is used for the headlight adjusters. There should be a plastic panel that is the radiator cover, and either there are already holes in it to adjust the headlights, or it is removed to adjust them.
