I own a '96 Cav, when the fuel drops to about a 1/4 of a tank the the car doesn't want to start and run unless you throttle it, once it is running it is ok. The shop has already changed out the injectors, is there something else wrong?

have the fuel pump checked? cavs and there damn fuel and injector problems.
