cabrio trouble starting

I have a 95 CabrioIII automatic convertible. I live in the islands so had to remove and bypass the cat converter due to rust.
The only way to start the car is to pull the fuel pump fuse until it starts and them push it back in and the car runs, idles a little high. My mechanic shows no codes. The way i get it started he calls it reverse choking.
Any thoughts concerning what might be going on.

You problably have a faulty Idle Stabilizer Valve or "ISV". It controls the idle speed on the car and is a common problem. Its connected to the back on the intake manifold and looks like an inhaler but its metal. Unplug the electrical connector and see if the car starts better. (if the part is bad its unfortunately about 450.00 to replace it) You can usually get away with driving it unplugged but the check engine light will be on and the engine will idle high (1000rpms)
