1996 6.5 diesel turbo issue

I have a 96 6.5 diesel 1 ton dually and recently hooked up a turbo boost guage to find out how much boost i got and noticed that I dont get boost until let off of the accelerater and push the pedal again. what could be the culprit. Is my turbo gonna quit or what?
