Hi

Check these fuses on the inside panel for the GEM module- # 25, 10, 28, 20.

all the fuses are ok, it is the GEM Module. I have to replace it. What is the best price to look for. Can I put one from a wrecked explorer in my explorer?

You should be good with one out of a wrecked explorer. Most wrecking yards will give you some sort of warranty (probably 30 days) and will know which are compatible with your year and options. Make sure to bring all the info on your Explorer (year, model, motor size, 4 door/2door etc) if you don't call ahead.

I'll have to check the service manual tonight, but typically the GEM is sandwiched between the instrument panel fuse panel and the firewall (the fuse panel rides piggyback to the GEM).

I was wrong. Per the 1998 Ford Truck Service Manual:
Module -- Generic Electronic (GEM)/Central Timer (CTM)

Removal
1. Disconnect the battery ground cable.
2. Remove the radio chassis.
3. Remove the center instrument panel finish panel.
1. Remove the screws.
2. Remove the center instrument panel finish panel.
3. Disconnect the electrical connectors.
4. Remove the GEM/CTM.
1. Remove the screw.
2. Disconnect the four connectors from the GEM/CTM.
3. Remove the GEM/CTM.
