if i have the radio on in my 89 camry and turn off the car completely the radio remainds on why? how can i fix this so it goes off when i turn off the car ?

You mean you turn your key counterclock once, to the Acc position?
Acc means accessories = radio, cigarette lighter, etc.

Looks like someone has wired it straight to the battery.
And not the ACC circuit.

Does it turn off when you take the keys out of the ignition lock and open the door?

If you remove the key completely, open the door and the radio stays on, it has been wired up wrong. Probably both the constant(+) radio power wire, and the Ingnition(+) radio wire have been connected to a constant(+) car wire somewhere. All you would have to do is remove the Ignition(+) radio wire, find the correct Ignition(+) car wire and wire it up to that.

found the answer to the problem...my ignition sticks i got to get some type of powder stuff i can put into my ingnition key hole so unstick it
