93 Camry Power Steering problem

Please help with some possible solutions
Recently my camry's power steering has developed a problem. When i put the car in neutral (or clutch in) to coast into my driveway i lose my powersteering. I am still able to make the turn but i have to REALLY crank the wheel. If i leave the car in gear and then i have no problems. IT seems that these are the only symptoms and i would like to have some ideas of what it could be before i take it in to get worked on.
Please any ideas would be appreciated

Sounds like insufficient fluid flow. Causes : low fluid, contaminated fluid, low idle rpm, warn slipping pump drive belt, weak pump.

Can you turn the wheels with it sitting in park? Is it squealing? Try changing the fluid before you change anything else.
