1998 Regal LS - Fog Light Removal

One of my fog lights for some reason has a lot of dirty old water in it. I want to take the entire fog light out and clean it out. I took the bulb out and tried tilting it to get some water out but it didn't really work. I can't figure out how to take it out at all! I see a black what looks to be a wing nut, but it doesn't unscrew, it just spins and had a spring on it, but I'm pretty sure that's whats holding the fog light in there. Any help?

The plastic wing nut with spring is what adjusts the up and down angle of the foglights. There are two bolts with approx. size 8mm nuts that hold the foglamp assembly to the bumper retainer. Look carefully on each side from underneath. Also, it would help to remove the respective headlamp assembly. Use good lighting.

Thanks a lot, I saw those bolts but was unsure if those had to be removed. Thanks tho, you are a Regal God!
