96' Brake Problems also

First of all by the subject title you already know its a 1996 . Now heres the problem. When you step on the brake coming to a complete stop it slides like its not catching the brake pads at all. I don't know what it is but its doing it. I checked the brakes front and rear both are fine. Rear got done last December n the front i dont know when but they will pass inspection i could get about 20 more k miles out of them.... They problem is coming from the rear anyway so the front has noting to do with it. Once again when you com to a complete stop at normal braking it starts to slide liek its not catching or rather lock up then unlock quickly. This feauture makes me come out into oncoming traffic if i dont brake right... Thanks Help me Please

did you actually take the front pads off to see if they were glazed??

ya fronts may not be working as well as you think (glazed as jakegday suspects). rear brakes may be doing it all or trying to . ABS issue?

is it one rear or two that is locking? if is just one, The brake lining opposite the wheel which is locking up
must have some sort of oil or grease on it (i.e. it is
contaminated). For example, if the right front wheel locks
up, the left front brake must not be grabbing well (i.e. it's not
really braking). So, one wheel is braking and the opposite
wheel isn't - this imbalance will cause the braking wheel to
lock up/skid.
If it is both, you may need to have the drums adjusted.
