Painting my rims

I want to paint my rims due to scuff in them. I started to sand them down alittle bit so that the scuffs are out, now my question is when I apply the primer should I sand it then? and after I sand the primer should I spray a fresh coat of primer before spraying the paint onto it?

are they chrome because there is alot of mixed feelings about painting chrome.....some say its possible others say its not

Most primers have a tendancy to leave a "grainy" or "rough" texture, so it is a good idea to sand it with a 600 grit (or finer) sandpaper. A second coat is not necessary or recommended!
If the wheels are chrome or aluminum, they can be painted, but a slightly different procedure is required. If so, let me know!
