Brother got an 87 Wolfsburg Jetta...trouble starting

Ok the previous owner told him that the fuel resovior had a hole in it. So we repaired the spot. Went to start it and it won't turn over. We checked the fuel pump fuse and it was fine. the resovior isn't back on yet. Could that be a problem?

Resovior is back on and still no luck to getting it to start. Any other possibilities? There is also a sound of compression in the engine bay area. Like it blow back out of a spark plug.

I'd check your compression on your cylinders. If you have a problem there, you need to really start looking. You may have a lot of air in your fuel lines. Remove the ignition wire from your starter and turn the key for a bit to circulate the gas. Check your fuel pressure to see if you're getting fuel. Check for vacuum leaks. After that, do the standard: check spark, check airflow, check fuel. Try to track where the blow back sound is coming from. Your exhaust may be leaking, which can lead to death.
