Noisy pop up window at the home page

I would like to point out at a noisy pop up window (somebody may call it music).
What is the purpose of it? What kind of information or a message does it carry?
When a new visitor opens a home page he has to wait longer for the pop up window to load. And then what he gets? Noise!
I know I can bookmark the forum I visit often and this way I will be taken directly where I want to go. Well, I do it in the old fashion way and I have to stay alert and close that pop up before the noise appears.
Correct me if I am wrong.

the latest updates of Internet Explorer, Firefox and Opera all have pop-up blocker. There tend to be people interested in seeing something eye-catching when they visit somewhere and I feel as though the ad on the main page does an adequate job. To be quite honest with you, it will most likely stay there. The majority of people use the pop-up blockers that come on their browsers. Sorry.
