1999 Passat ABS fuses

While checking out my ABS light problem I noticed that the owners manual shows 3 fuses associated with the ABS, but my car has no fuse (5A) in position 16 or fuse (25A) in position 41. Is this correct?

Any help would be GREATLY appreciated.

The ABS light is on all the time. I was told that I should pull the fuse for the ABS then replace it to see if there is still a problem. I was told that pulling the fuse would cancel any old trouble codes. When I looked for the fuse I found that the manual references 3 fuses as "ABS", but my car only has one. I just wondered if this was correct or should I replace the other two "missing" fuses in positions 6 and 41.

Those other fuses are for 4-motion cars and cars with v6
