Ahhhh!!!

O.K. I just started laying down some body paint, On my second coat, I noticed a deep spot on the rear deck lid, Kinda like a drip that has nowhere to go, the question is should I stop now and start over or should I keep going and try to sand it down even??

Stop now. When the paint is hard enough to sand (not necessarily hard enough to polish), sand it out, as if you were going to polish it. When it's smooth, no need for polished shine, you are ready to resume coats of paint. You're lucky it's on the decklid, which is mostly flat, so you don't have to strip it.
