'95 Rodeo... no Instrument Lights

I have a 95 Isuzu Rodeo V6... and the other day all instrument lights quit working(the ones that illuminate with the headlights on). So I thought, pffffft, easy, it's a fuse!

But I checked every fuse in the dash and they are fine. I also noted that the diagram on the dash panel showed no fuse for the instrument lights... where is this fuse?

Lastly, in the dash fuse panel two fuses are guarded with a plastic cover, so I did not pull them for fear they are guarded for a reason(IE pulling them would screw something up).

Any help is appreciated! Thank you,

Check to see if the heater fan works. I'm not sure but I think dash lights not working is one of the signs of alternator dying. If the heater fan doesnt work I would say thats definatly it.

It could possibly be the dimmer switch going/gone bad. Or a bad connection to the instrument panel.

If the "protectors" for the 2 fuses are yellow then they are for the air bag system.
