Timing belt question

Ok, So I had to replace the waterpump on my wife's '87 camry, :shakehead played hell getting the crankshaft pulley bolt to break loose, finally got it but not before it was mangled and the timing belt broke along the way as well, and since i hadnt yet mark my camshaft and crankshaft pulley's @ TDC the best i could do was to try and line them up seperately as best i could, well once the new belt was on I mark both the pulleys and belt accordingly, then turned the crankshaft for one full belt revolution to make sure the markings lined up still, well ....no such luck. when the crankshaft was back to TDC, the belt marking for the camshaft was advanced approx. 28 teeth past where it should have been.:banghead: My question now is : does this mean i need to retard the camshaft 7 teeth on the belt in order to get both shafts back in sync? any help and this would be greatly appreciated.....
