my horn in my 98 accord pretty much works when i wants to, is it safe to pull the cover off or how do i fix this prob. thanks.

I have had the same problem with my old Subaru. The contacts were a little weak. I had to pull the steering wheel off and bend them up a little. Just make sure you disconnect the battery. The air bags are dangerous.
