98 CVPI electrical issue?

We have a 98 crown vic police interceptor that keeps blowing fuses for the turn signals, break lights, and the wipers also are having issues.
They tried installing a new fuse and it blew within minutes. It's driveable but not safe without turn signals, break lights and the wipers working when they feel like it.
Any ideas what could be causing this?

Definately a short in the main harness. I know the brake lights and dashlights are on the same fuse but I believe the wipers and and turn signals are on different circuits. May try posting over at crownvic dot net. They have alot of hardcore crownvic owners who probably have had a similar experience who could pinpoint it alot better.

Since it was a PD car I would start with removing the plastic around the steering column. Somebody might have put a screw into the harness, while working on the Horn/Siren wire.
