1994 CV doesn't smoke at startup, flooring it on highway,or idling. But after idling for a minute or two you hit the gas to go, you get a puff of blue smoke. This happens at stoplights all the time. It doesn't smoke any other time. Any ideas ?

What you have is classic dried up valve seals. This is a common problem with 4.6's before the mid 90's. What I have found that really helps in my 92 GM and 94CV is a bottle of "Lucas Heavy-Duty Oil Stabilizer" with every oil change.

Try some AutoRx. I used it with good results on a few of my cars. You can read about it in the additives forums on bobistheoilguy dot com.

Yes, valve stem seals are the normal culprit.
I would not worry about it, unless oil consumption becomes an issue.
